Charles Baxter was a London based painter of portraits and Victorian beauties in the "Keepsake" tradition. He exhibited his paintings regularly at the Royal Academy between 1834 and 1872, and also at the Suffolk Street Gallery. His poetic and rustic subjects were very popular and were reproduced as fine engravings from which he received substantial royalties. He was elected a member of the Royal Society of British Artists in 1842.
